Jamaica International Financial Services Authority 

The Technical Legal Adviser is responsible for performing all legal functions, preparing and interpreting legal documents, and ensuring all draft laws and legislative framework comply with international standards.

Key Responsibilities

Report to the Board of Directors and COO on all legal matters pertaining to JIFSA
Represent the Authority in legal matters, including contract negotiations and procurement
Ensure the Authority meets all requirements as set out in the Public Bodies Management &Accountability (PBMA) Act and other legislation governing public bodies.
Perform technical legal duties for JIFSA
Prepare legal opinions in areas relating to the international business and financial services sector within the context of local, regional, and international law and regulations
Inform the COO and JIFSA Board of Directors of changes to international standards and regulations
Make representation before Cabinet, Legislation Committee, Joint Select Committee of Parliament on behalf of JIFSA
Interface with the Chief Parliamentary Counsel, Legal Reform, Regulators, and Tax Authorities on behalf of JIFSA
Ensure draft bills are compliant with local as well as International and Regulatory standards
Develop and maintain effective external relationships through effective liaison, negotiation and information sharing arrangements with GOJ Ministries, Agencies and Departments, regional and local stakeholders
Provide expert legal advice on products and services to be offered by the Centre
Draft policy statements to support new or existing legislative mechanisms for the expansion and development of Jamaica's international financial services sector
Prepare contracts for services, employment contracts, and other legal documents as required
Undertake research on developments in the industry in relation to new products/services to inform recommendations for new/revised legislation 

Qualifications:

Master's Degree in Business Law or its equivalent
LL.B Law degree or its equivalent
Minimum of 7 years' legal experience
Minimum of 5 years' legal experience working within an international financial services jurisdiction
Practical experience in negotiating double tax treaties/tax information exchange agreements
Sound knowledge and understanding of the laws and practices of the international business sector regionally and internationally
